Creating Safe-Haven Rescue -
A five-part, full-service, emergency-services organization.  
The four parts are: 
      *   Disaster Prevention,    *   Emergency Preparedness,  
      *   Emergency Rescue,      *   Follow-Up/ Rebuild.

Creating the infrastructure for Safe-Haven Rescue
is phase five of creating FahZoom Town.  

FahZ00m Town is made up of
five independent, intimately-interconnected,
fully-functional, joy-enhancing, social-service organizations.  
Each piece is designed to support and be, in some way,
a part of the other four.  

The five parts of FahZoom Town are:     
1)   Fifth Dimension Consciousness Training Center, 
2)   FahZoom Town - Homes, Farms, and Organic Food  
3)   FahZoom Town - Hemp farming - Hemp Products     
4)   Nice Play Park    
5)   Safe-Haven Rescue, N. CA

Robert Cote',  Creator and Director of The Life Center,
a California-based, non-profit organization that he established in 1972.

1-C.   LOCATION    for Safe-Haven Rescue, N. CA   
North Western California,  
north of Santa Rosa,  from Solano County
north into Mendocino County. 
The exact location has not yet been determined.  

The property must be a minimum of
500 feet above sea level. 

When The FahZoom Town project in Northern California
is functioning to our satisfaction,
a second facility will be built in southern Vermont.  

Alternate Locations:
We are open to the idea that a better location may show up.
When a site shows up that is a more ideal in terms of
conditions, circumstances, financial considerations, et cetera,
we will accept that alternate option.

2.   CONCEPT - WHAT DOES IT DO?
Our over all intention is to build a role model community, 
an independent, self-sustaining, multi-service community
based upon a new understanding of how the universe functions. 
We are creating the World's first Fifth Dimension community.    

Our specific intentions for the Safe-Haven Rescue
portion of FahZoom Town are:      

***   Disaster Prevention:  
To provide this critically important aspect of emergency rescue
that is completely missing
in existing emergency rescue organizations.  

An Example of Disaster Prevention:

***   Emergency Preparedness:     
In this area, we can be extremely helpful in assisting
presently existing emergency rescue organizations 
in times of emergency.  

*   We will have facilities, equipment, and supplies
     available for the use of existing
     emergency rescue organizations. 

*   We will have extensive emergency care facilities
     for the people displaced by an emergency.  

*   For the people with emergency medical needs,
     we will have a fully equipped medical facility
     with an abundance of medical supplies, and
     with an adjacent helicopter pad.  

*   We will have an extensive list of medical personal
     from a wide variety of locations
     that have offered their services for an emergency.

***   Emergence Rescue:  

*   We will have a fully trained and fully equipped,
     search and rescue team. 

*     Other than that, we will leave the actual
     emergency rescue operations to numerous
     already existing organizations of highly trained, people.  

Our primary focus is to provide services
to those displaced by an emergency.

*   In addition to the facilities refereed to above,
     we will have teams of civilian volunteers available
     to assist in the care of the people and animals rescued. 

Our job in non-emergency times is two-fold --
To fill in the missing or inadequate pieces,
Disaster Prevention and Follow up/ Rebuild.

***   Follow Up / Rebuild: 
Existing organizations are seriously inadequate
in every aspect of the follow up and rebuild
portion of emergency services.  
We will provide this vitally needed and
presently missing piece. 
We will provide this service 
to the level that funding allows.

***   On the Financial Side:  
We will be on the side of the people in seeing to it that
financial assistance donated for social services
goes directly into and only into
a fund for assisting those requiring  assistance.

       A Mission of Disaster Prevention:      

To prevent  an Earthquake-Triggered, California, Water Disaster
*   from killing hundreds, perhaps thousands of people,  
*   from creating an ecological disaster,  
*   from shutting down the California Aqueduct,
     leaving 25 Million people without
     their major source of fresh water for two years, and  
*   from resulting in a social and economic nightmare,
     and a financial depression of unprecedented proportions.

3.   WHAT ARE THE BENEFITS?  
The Benefits are clearly expressed
in the section above titled  What It Does.  

Our resources will focus on fulfilling
the needs and requirements
of those who require emergency assistance.  

Other than our search and rescue team,
we will leave the actual rescuing
to the numerous organizations that already exist. 

Our job is to assist the people displaced and
the people rescued.  

NONE of our resources will be diverted into the pockets
of our present day, so-called leaders

4.   HOW MANY PEOPLE WILL BE REQUIRED TO DO IT?  
We estimate that a start up team of eleven people,
will get the initial aspects of our projects into
their basic  initial levels of existence.  

1)  Fifth Dimension Consciousness Training Center,  
    Phase One of FahZoom Town -- Three people  
     This team will set up our computer systems ,
     Internet connection, and everything technical.   
     They will handle everything related to
     media and product promotion,
     setting up seminars, arranging interviews and the like. 

2)   FahZoom Town - Homes, Farms, and Organic Food  
    Phase Two of FahZoom Town -- Three people   
    This team will focus on whatever is required
    to get our infrastructure functional,
    home, food, shelter, and the like. 

5)  Safe-Haven Rescue, N. CA    
    Phase Five of FahZoom Town -- Three People 
    The first focus of this team will also focus on , and 
    to promote the construction of Storm Surge Barrier 

    This team will later design the Safe-Haven rescue infrastructure, 
    research how to best set up our programs,
    connect with existing organization, and  
    determine how we can best fill in the missing pieces. 

Plus my wife, Ryce and myself.  
     We will be the primary guides, teachers, way showers
     for people seeking to reach
     Fifth Dimension Consciousness.

In order to avoid over-reaching our capacity,
we are taking the  Kaizen-Step-at-Time  approach. 
Once we reach the level of sustainable existence,
we will expand from there.      

As more funding and more of the physical pieces of
the FahZoom Town project manifest,
additional people will be involved. 
At the moment, we are in the beginning stages

5.   WHERE WILL IT BE SITUATED / LOCATED?

6.   HOW MANY LOCATIONS?   
One location is all that is immediately required. 
Our intention is to be a role model for
an independent, self-sustaining Fifth Dimension community.  

When The FahZoom Town project in Northern California
is functioning to our satisfaction,
a second facility will be built in southern Vermont.  

We will share our concepts, our technologies,
our experience, and all else required
for others to create their own version of what we are doing.  

Another possibility to consider is: 
When we have proven our success,
we will consider acquiring additional locations and
contracting with other people
to create additional versions of FahZoom Town. 

We can handle the additional locations like franchises,
in a manner similar to what organizations
like McDonald's presently do.

7.   SPECIFIC NEW TECHNOLOGIES REQUIRED: 
None.   Everything physical we require already exists.  
We are simply putting things together in ways
that have never been successfully done before.

8.   DO WE REQUIRE NEW THINGS TO BE MANUFACTURED? 
No.  As new technologies become available,
we will apply them to our project in whatever ways
are deemed most appropriate.

9.   HOW MUCH MONEY WILL IT TAKE? 

We estimate that $1,900,000 will provide a home base and
whatever is required to primary aspects
into their basic functional states of being.  

As soon as we have a location to function from,
we will immediately focus on
getting the storm-surge barrier built.  

This includes the purchase of a property suitable
for creating option two:   Our Pilot Project --
Creating a Mini-Version of  Fahzoom Town.  
The goal here is to learn by experience
what will be required to create
the Full version of FahZoom Town.  

Ideally, we would like to create our pilot project
on the same property on which
the full version of FahZoom Town will later be built, 
however this will require an expanded budget -
expanded to accommodate higher price of a larger property,
funding more in the range of $3,500,000.

Essentially, we  seek start up funding
for the acquisition of a physical facility.  
Once established, our combined projects
will easily become self supporting.

10.   WHAT FINANCIAL RETURNS DO YOU EXPECT?  
Safe-Haven Rescue, is designed to be
a state of the arts  emergency services facility.  
It is not designed to, in and of itself,  make a profit, 
however the Safe-Haven Rescue facilities
are designed for multiple uses,
so the non-emergency use of its facilities will generate income.  

For example, our emergency food service facility
will co-exist with and be part of
the income producing bed and breakfast facility.  
The overnight aspect of the bed and breakfast
will also serve as temporary shelters
for people displaced from their homes by an emergency. 

Profits we generate will depend upon
what infrastructures we create.  

Also, the value of providing organically grown food
for all FahZoom Town residence, and
the health benefits  thereof
cannot be measured in terms of money.  

For team member who choose to
most of the time, avoid preparing their own food,
already prepared food will be available
via our multiple-use kitchen facility.  

Please remember that shelter and food
are provide to all FahZoom Town residents
as part of their rewards for the services that they provide.

11.   WHO IS IN CONTROL?  
         WHERE WILL THE PROFITS GO?   
The property will be held, owned, and
managed by We-The-People, a non-government and
a non-big business legal structure.  
All profits will be used to expand the property, and
to pay generous financial rewards and other benefits
for all the FahZoom Town Residence
who participate in creating FahZoom Town and its products.  
There will be absolutely NO high salaried executives or
any one else usurping funds
from the FahZoom Town Project.   

Until the We-The-People organization is officially created,
The Life Center, a California based, state and
federally recognized, non-profit organization
will act as the coordinating, legal entity.
